Measure A - Local Transactions (Sales) and Use Tax Citizens' Oversight Committee
At the November 3, 2020 General Municipal Election, Measure A, "City of Turlock, 911 Safety/Emergency Medical Response, Community Services Measure" was approved by a majority of the eligible voters in the City of Turlock.Pursuant to City of Turlock Ordinance No. 1281-CS, provided below, the City Council has established a Citizens' Oversight Committee which shall have the duty and responsibility to review the annual accountability performance report and report its findings to the City Council and the citizens of the City.
The City Council is currently accepting applications for the Measure A - Local Transactions (Sales) and Use Tax Citizens' Oversight Committee. Interested citizens desiring to serve on this Committee should complete the application provided below and submit it to the Office of the City Clerk on or before Wednesday, March 31, 2021. All applications will be reviewed by the City Council, which will have the authority to make final decisions regarding Committee composition, subject to the guidelines in the ordinance.
Selection of Committee Members
Members of the Citizens' Oversight Committee shall be appointed by the City Council. The Committee shall consist of five members. Members of the Citizens' Oversight Committee shall not be current City of Turlock employees, officials, contractors, or vendors of the City. Past employees, officials, contractors, and vendors shall be eligible to serve on the Committee, provided that there are no conflicts of interest as determined by the City Attorney. To the extent possible at least two members of the Committee should be certified public accountants, or have significant background and experience in accounting or a finance related field. The Citizens' Oversight Committee shall meet on a quarterly basis per fiscal year, including conducting an annual review of expenditures of revenue collected pursuant to the ordinance to determine whether such funds are expended for the purposes set forth in the ordinance. The Committee shall serve in an advisory-only role to the City Council. The Committee is not charged with decision-making on spending priorities; schedules; project details; funding source decisions; financing plans; or tax rate assumptions.
