Why is this important?
The City of Turlock's Pavement Condition Index (PCI) is averaged at 62 out of 100, which is 7 points lower than it was in 2016. Without a CIP, the PCI will fall to 50 in 2027. The ideal value should be at least 80. Funding and constructing these projects will create safer and more convenient roadways for residents and visitors to travel through.

What is a Pavement Management System (PMS)?
A PMS is a systematic and consistent set of tools and guidelines to select the proper maintenance and rehabilitation activities in order to predict the future condition of the pavements, allocate funds, and recommend appropriate maintenance activity. A PMS utilizes optimization techniques to achieve the highest health for the entire network within the constraint of the available funds. These advanced systems allow prioritizing the streets for repairs and providing a 5- or 10-year program to achieve the City’s goals.
